Failed Cavity Wall Insulation: Survey Findings and What It Costs to Fix

Cavity wall insulation (CWI) was heavily promoted through government schemes from the 1990s onwards, and most of it works fine — but a meaningful minority of installations have failed, and failed CWI is now a recognised, fairly common cause of damp problems that surveyors specifically look for.

Why Cavity Wall Insulation Fails

Unsuitable wall type — CWI isn't appropriate for every property. Walls exposed to driving rain (coastal areas, exposed elevations), rendered walls with hairline cracks, or walls with existing damp issues are all higher-risk candidates, and some installers in the 2000s installed it regardless.

Poor installation — gaps or voids in the fill mean the insulation doesn't perform as intended and, worse, can create a bridge for moisture to cross the cavity that wouldn't otherwise be there.

Cavity too narrow — older properties sometimes have cavities narrower than modern guidance recommends, leaving too little clearance between the insulation and the outer leaf.

What Surveys Flag

Cold spots on internal walls — thermal imaging surveys sometimes pick up voids in the insulation fill even before damp becomes visible.

Staining or discolouration to external render/brick — can indicate moisture bridging across the cavity from outside.

Reading Survey Language

"Cavity wall insulation noted, no visible defects" — reassuring, but worth checking whether it was ever independently surveyed (a borescope inspection), since visible symptoms don't always show up even where fill quality is poor.

"Evidence of damp penetration, cavity wall insulation present — recommend specialist investigation" — worth taking seriously; a CIGA-registered specialist (Cavity Insulation Guarantee Agency) can do a borescope survey to check the fill condition directly.
